The referees
Every referee in Booked! is an ⚡ INSTANT — 23 cards you can throw at any time, even on someone else's turn, and they never cost an action. They swing transfers and bookings, and they're exactly what breaks a GOOOAL! call in the final window. Newest instant resolves first, so an instant can cancel an instant.
